There is a setting hiding in 'misc' that allows you to accept messages from people you don't follow.
Not much use if the person you are wanting to message hasn't turned it on though.
Would you consider opening a feature request in the dev.to repository for someone to take on - github.com/thepracticaldev/dev.to/...
