I have never been in a job where there's a possibility of any kind of "progression". I don't even really understand what that means.

I think it's either change career or abandon ship. Change means becoming something like a manager, which is a role with a completely different skillset. Companies that "promote" people to management positions, for example, are usually going to end up with terrible management and unhappy employees.

Progression to me, I guess, means changing to something else that's roughly in the same category as development, such as UX design or technical writing. Something a developer can pick up a taste for during their regular hours. Before such a change could happen, though, they'd have to have the same sort of training as regular candidates.
