Chat it's are awesome. Have you considered using a point based system? 0.01 - 1.00 ?
1.00 meaning they have symptoms that require them to call an ambulance.
It can be tricky. Good luck. The NHS have an online questionnaire that helps recommend courses if action. Check it out 111.nhs.uk.
