Would you share your whole journey from the begaining? How could you make this such a big community from the very beginning? I am trying to make such a community in my country in our local language, but I don't know how to grow the community from the root level.

I am trying to post content on Dev.to and as per guideline I have followed all format guideline to submit content but every time when I am clicking on submit post then its showing error message that Title can't be blank whether I am mentioning Title also. Please look into this and get back to me with a solution ASAP.

At the risk of sounding self-serving, you should crosspost to dev.to! I'm sure your content would do well here and we act as a big signal boost. Beyond that, consistency is key. If you establish a regular pattern for putting out work, people will start to pay attention, and anything you can do in person, like submitting to talk at conferences, will help a lot in gaining a following.
