Universities made a choice in 2023. ChatGPT had just gone viral, students were using it on essays, and campuses panicked. Some schools banned it outright. Others scrambled to detect it. Most issued stern warnings about academic integrity.
Two years later, that approach is dead.
The shift is dramatic and telling. In spring 2023, 59% of universities had highly restrictive AI policies. By fall 2025, that number had dropped to 49%. Blanket bans are being quietly replaced with something more sophisticated: AI literacy requirements that treat the technology as a skill students need to master, not a threat to contain.
Purdue University just became the first major institution to make this explicit. In December 2025, its board of trustees approved an "AI working competency" graduation requirement for all undergraduates starting fall 2026. Every student—engineering major or English major—will need to demonstrate proficiency in using AI tools effectively, understanding their limits, and making defensible decisions informed by AI insights.
This isn't a nice-to-have elective. It's a degree requirement.
The SUNY system went further. In January 2025, it mandated AI education across all 64 campuses, requiring students to "effectively recognize and ethically use AI." That's 400,000+ students who now have to develop actual competency, not just avoid getting caught using ChatGPT.
Why Universities Stopped Banning and Started Teaching
The math was always going to win out. You can't ban a technology that's embedded in the job market. Employers don't care if your hire learned AI in a classroom or on the job—they care that they can use it. A 2026 study from Carnegie Mellon found that 73% of Fortune 500 companies expect college graduates to have AI literacy skills. Blanket bans weren't preparing students for that reality.
But there's a second reason, less obvious but more important: detection doesn't work. They flag legitimate student work as AI-generated. They miss actual AI use. And the false positives created legal liability. The policy shift reflects a maturity in how institutions think about AI. It's not a cheating tool anymore. It's infrastructure.
What "AI Literacy" Actually Means
Purdue's framework is specific enough to be useful. Students need to:
- Understand and use AI tools effectively in their field, including identifying capabilities, strengths, and limits
- Recognize and communicate clearly about AI use and decisions
- Adapt to future AI developments
That's not "take an AI class." That's "understand what AI can and can't do, and use it responsibly in your discipline." A biology student learns different things than a business student. The requirement is competency, not curriculum.
The implementation is where it gets real. Purdue is requiring each academic college to establish standing industry advisory boards focused on AI competency needs. Those boards refresh curriculum annually. This isn't a one-time requirement that becomes outdated in 18 months. It's a system designed to evolve.
SUNY's approach is broader but less prescriptive. The system required updates to information literacy requirements to include AI education, but implementation varies by campus. Some schools are building it into existing courses. Others are creating standalone modules. The flexibility has tradeoffs—it means consistency issues—but it also means faculty can design something that actually works for their discipline.
The Controversy Nobody's Talking About
Here's what the policy shift obscures: most universities still have no idea how to teach AI literacy at scale.
Purdue is partnering with Google to develop the curriculum. SUNY left implementation to individual campuses. Neither approach guarantees quality. A module on AI literacy taught by a computer scientist looks completely different from one taught by an English professor. The student outcomes are probably different too.
There's also a labor problem. Universities are asking faculty to teach AI competency when most faculty haven't used modern AI tools themselves. A 2025 survey by the Chronicle of Higher Education found that 41% of faculty had never used ChatGPT or similar tools. You can't teach critical thinking about AI if you haven't actually used it.
The other tension: who decides what "ethical use" means? Purdue's requirement includes "recognizing the presence, influence and consequences of AI in decision-making." That sounds great until you realize it's asking students to develop a critical lens on technology that their future employers are betting billions on. There's an inherent conflict there.
And then there's the free-tier problem. Stanford, MIT, and Harvard are making their AI curricula available online for free. That's generous and democratizing. It's also a signal that elite universities are commoditizing AI education. If the best courses are free, why pay for a degree program that teaches the same material?
What's Actually Working
Some schools are getting creative. University of Virginia professors have been experimenting with using AI agents to help academics conduct economics research. That's not a classroom exercise—that's real work. Students learn by doing something that matters.
Northwestern University launched a dedicated AI major in 2026. Not a concentration. A full major. That signals serious institutional commitment, and it lets students go deep instead of just checking a literacy box.
The shift from "don't use AI" to "learn to use AI well" is sound policy. But the execution is messy. Some universities will nail it. Others will treat it as a checkbox—create a module, require everyone to complete it, call it done. The gap between best-case and worst-case outcomes is probably huge.
The Real Story
What's happening in higher education mirrors what's already happened in industry. Companies tried to ban AI. That didn't work. They tried to detect and prevent it. That didn't work either. Now they're building it into workflows, training people to use it, and restructuring processes around it.
Universities are a few years behind, but they're following the same path. The institutions that treat AI literacy as a real competency—with discipline-specific implementation, industry input, and faculty development—will produce graduates who can actually work with AI. The ones that treat it as a checkbox will produce graduates who completed a module.
The real competition in higher education isn't happening in the classroom. It's happening in whether institutions can move fast enough to keep up with the technology that's reshaping the job market. Purdue's annual curriculum refresh is a bet that they can. Most schools aren't even trying.
