Find small businesses that have ugly websites, and create better ones. Email them and offer them your work for money.
Do they accept? You practiced and you made money. If not, at least you exercised.

When I was building MyGrade I had no phone, my laptop lasts for 10min and was slow. When ever I implement a feature or make changes I go to my friend's house to test it on his phone because my PC couldn't load the emulator. Being a good developer is a marathon, not a sprint. You won't become an amazing coder over night.
What you can do, is being persistent. Put in the hours every day for a period of time, and the skills will come. Anyone can get there. Don't rush it.
