While CSS isn't a language per-se and I don't quite understand what you mean by "the flow", CSS for me is mostly a little bit of memorization in learning which properties do what, and a lot of trial and error. As far as resources, I can offer:

 

Flow in the sense , the flow of learning different concepts like kinda css grids.

 

I'd definitely recommend playing with frameworks, as they give you really nice layout, and you can browse the CSS styles, or override them with your own:

And a fun way to learn flexbox:

W3Schools is a great resource. I always search there when I know something is possible but I forgot how to do it.
