In terms of price - what do your admins earn? There are some advantages to managing things but for a team this size I am not convinced 1k$/year is going to be a cost saving doing it locally... With CI/CD and Actions you get something really valuable, that you don't mention in your costings. Until a few years ago most companies had lots of hacks for their CI/CD but now everything should be done in containers, from CI/CD to prod. It's a no brainer IMHO...
