As they mentioned, they are a professional social network.

So yes, they have social networking aspect, but the difference with social medias are:

  • No like button. This can reduce social anxiety level.
  • People can't re-post (like re-tweet) someone's highlight (tweet), unless they are collaborators.

As for personal-branding, I believe people do that when they decided to put themselves in public, consciously/unconsciously.
Either through their Twitter, LinkedIn, Polywork, or even through their content creations such as blogposts, video, podcasts, etc.
Like, what their tweets most about? What posts/videos/podcasts topic do they create? What font type or color do they use most often in their cover pictures for their blog/youtube?
Those are part of personal branding.
