Yeah, that does seem excessive. I mean, it does all depend on how complicated the entire setup is, but if it takes 2 weeks, then it's surely a sign that something is wrong with the whole stack (e.g. too many sites/services marked as essential) or the setup process itself (too many stakeholders resulting in more time for all requests for access, etc).

A few days seems more reasonable. It allows for a bit of time to read through onboarding documents and set things up on a machine (unless it's a junior position, then some things might already be set up to help them along).
