I disagree with this. The one who pays the recruiter is the company hiring , not you, so his/her first objective is to please the company and give them the best candidate they can afford.
Therefore the recruiter is not here to negociate your salary. He will pass on your profile if you are in the salary range , then it's your job to negociate your salary.

Your opinion makes sense, especially when the recruiters are paid by the company.
Here, I'm expressing my history, where I had collaboration between me and some recruiters, and they went out there presenting my profile to multiple potential employers, and technically speaking I'm the one who paid them.
