Unless you're being followed by some really famous developer who just starred your repo then his following might end up giving you stars as well but other than that its going to take time to build that following, also work on building a following instead of just one repo with stars,
I've got 50 stars on a repo with maybe like 12-13 followers, so if I do post something new or add a new project, it's hardly 3-4 people who'd see it.
Again, takes time so be at it and work on making the project more usable before you start promoting.
