The person has done no research, and expects that very busy person/company to do research on the person canvassing and find a way to bring them into your project, with no idea if it will work out.
Who would you want to work with? I would choose person 1 because it is a no-brainer. They already worked out how to add value, there is little investment by me and if they work out then there will be future work.
There isn't a best practice for this, but find companies on DuckDuckGo, see what they do and think about how you may be able to help them, and then contact them. You can still do blanket contact of course.
