I'm going to refer you to the Merriam-Webster dictionary (since 1828, very not framework).

Both words that if they had to be categorized into buckets of 'Framework' or 'Not Framework', would end up in the Framework bucket.
There are all kinds of reasons why frameworks exist, why they get used, and why they will continue to be the way most software is built.
