I disagree with master the language, then the framework. I think it doesn't matter and is about how one likes to learn instead.
My first Windows Forms application was something I wrote with barely any C# knowledge. I learnt a lot.
Infact when I started to learn C# a few Winforms and WPF applications later I had a ton of aha moments.
