As I am new to web dev, I was wondering if the book "Learning Web Design" by Jennifer Niederst Robbins is still a good book to dive into now? or is it outdated?

! I’m glad you find it useful! Regarding the book, even though it’s not 100% up to date, it teaches great foundational concepts that are still apilable today. I would definitely recommend it.
Hello, if I may suggest you a good path to learn WebDev, I would recommend for sure The Odin Project, it covers everything in an ordered manner, it is open source, it has a giant community behind, it is free and it covers everything with personal project to showcase at the end of every chapter
