For me, it all has to do with how much time I need to spend on it versus how much I want to work for that specific company, and the challenge of the puzzle itself.
I can appreciate how difficult it can be for management to assess the level of a dev. But having other devs in an interview room will often be a lot more helpful than reading code that may or may not have been written by the applicant.
