This is how you do it, if you want to learn/understand what you're doing.
If you just want to have your VPC and subnets, there is also VPC "creation wizard" option in new console that will take care of details for you. Unfortunately there isn't "cleanup wizard" so you should pay little bit attention to get everything deleted when you are done.
