Whilst it's great that this article tries to help people with their ELB decisions it is a little out of date in its advice.
Classic Load Balancers should not be used by anyone unless you happen to be running EC2 Classic Its only purpose these days is for those who are running very old AWS setups from the early days of EC2 over 6 or 7 years and should be avoided.
There are actually three types of ELB available
classic which we have just decided is bad
application which as you point out offers great layer 7 features
and network which offers layer 4 support
You effectively need to choose between application or network when picking your ELB, both of these newer offering replace and exceed all functionality offered by the original classic offerings
