A quota would help greatly with hiring underrepresented individuals for entry-level positions. These are positions that can be filled for companies of medium-large size and ability to offer onboarding training or workshops, partnered mentorships on the job. It's really not difficult but I don't see enough of it, as someone who wants to work locally in the SF Bay Area, I can't get hired for overly simplistic positions in Tech.
