That actually depends on what you're writing and why. I learn more by reading than by writing. (But I read a lot that is relevant for I am about to write to minimize the risk of writing wrong information, so both helps, probably.)

The way I understood that quote is that, once you start writing, you find
gapsin your knowledge.I do much research before writing but after start writing, I run into many situations where my understanding lacked.
