The reason XP and DevOps (it's not a job title) exist is due to the pain of experienced Devs and Ops who lived through the 90's and early 2000's and know they weren't "good old days". They were nightmares of instability, unhappy customers, missed deliverables, and sleeping under desks. We'd much rather have lives.
Professional developers don't depend on external test teams for testing.
