Have you read the 37Signals/Basecamp book "Getting Real"? It's been my project philosophy bible for more years than I care to mention.

It has a great chapter on dealing with feature requests from noisy users. Bottom line is forget feature requests and don't be too quick to jump and support every new demand that comes in. The most important ones will keep coming back up and you won't be able to forget about them as they keep bubbling up over time.

I wouldn't let users vote or give them too much of a public insight into what is coming too far down the line. Things change, decisions get made for the greater good and the last thing you need is to deal with an over-entitled mouthpiece who has their heart set on the one thing you've had to remove from the roadmap.
