I build CSS art, so as someone who is comfortable with writing CSS/SCSS, there is a time and a place for everything, some people aren't designers, maybe a company wants to punch out a proof of concept, while I personally hate Bootstrap I'd rather use it in a large scale app for maintainability and it leaves an easily recognisable codebase for future devs to pick up and go with.
