Windows 11 Start Menu not opening, frozen, or just not responding when you click it? Before you reset your whole PC, work through these nine fixes — they are ordered from quickest to deepest, and most people are back up and running by Fix 4.
Fix 1: Restart Windows Explorer
Press Ctrl + Shift + Esc to open Task Manager, find "Windows Explorer" under Processes, right-click it and choose Restart. Your taskbar will blink and reload — try the Start Menu again.
Fix 2: Restart your PC (a real restart)
Use Start > Power > Restart if you can, or press Ctrl + Alt + Delete and use the power icon. A full restart clears stuck Start Menu processes that a shutdown (with Fast Startup on) does not.
Fix 3: Run the Start Menu troubleshooter
Go to Settings > System > Troubleshoot > Other troubleshooters and run the Windows Store Apps troubleshooter — it also repairs Start Menu components.
Fix 4: Re-register the Start Menu with PowerShell
Right-click the Start button, open Windows Terminal (Admin), and run:
Get-AppXPackage -AllUsers | Foreach {Add-AppxPackage -DisableDevelopmentMode -Register "$($_.InstallLocation)\AppXManifest.xml"}
Then restart and test the Start Menu.
Fix 5: Run SFC and DISM
In an elevated Terminal, run sfc /scannow, then DISM /Online /Cleanup-Image /RestoreHealth. Corrupted system files are a common cause of a dead Start Menu.
Fix 6: Create a new user profile
If the Start Menu works in a new local account (Settings > Accounts > Other users > Add account), your original user profile is corrupted — move your files over and keep using the new one.
Fix 7: Check for pending Windows updates
Go to Settings > Windows Update and install anything pending, then restart. Microsoft regularly ships Start Menu fixes in cumulative updates.
Fix 8: Uninstall a recent update or app
If the problem started right after an update, go to Settings > Windows Update > Update history > Uninstall updates and roll back the latest one. Also try uninstalling any Start Menu customization app you recently added.
Fix 9: Reset Windows (keep your files)
As a last resort, go to Settings > System > Recovery > Reset PC and choose "Keep my files". This reinstalls Windows and fixes a broken Start Menu without deleting your personal files.
