I think it depends largely upon what you (the developer) need and enjoy doing. I like designing things and having complete control over the styles of my projects. Not every likes design or has an eye for it, and that's okay. If design isn't your cup of tea or if you are prototyping and trying to get something up and running quickly, I don't think there's any problem with using an existing tool such as tailwind or bootstrap. I don't think there's any way that one can make a sweeping claim like "no one should do this" because not everyone is in the same place as a designer or developer.
