This all sounds good, if not a little heavy. I expect feature branches to be owned by one person, making the equal to a user branch (I don't grasp the need for user branches). Hand off can happen and collaboration can be directed by the owner.
I would also expect all branches to be removed no matter where they merge to (unless they must merge to multiple branches).
