Freight Forwarders: Stay Compliant with ICS2

If you’re importing goods to or via the EU, you need to understand ICS2 (Import Control System 2). This EU-wide customs framework ensures safer, more efficient trade—but non-compliance can lead to delays, fines, or shipment rejections.

What’s New with ICS2?

Early Data Submission – Submit HS codes, EORI numbers, and cargo details before shipment loading.
Risk Assessment – Customs pre-checks help prevent high-risk shipments from entering the EU.
Unified EU System – All customs data and risk management are now centralized.
Strict Timelines– Submission deadlines depend on your transport mode:

Air Freight: Short-haul (by takeoff), long-haul (4+ hours before arrival)
Sea Freight: Containers (24 hours before port loading)
Road & Rail: 1–2 hours before arrival

The 5-Step ICS2 Clearance Process

  1. File the ENS (Entry Summary Declaration)
  2. Submit PLACI (for air freight)
  3. Register Arrival and present goods if needed
  4. Manage Storage (if required)
  5. Complete Customs Procedures and transfer goods accordingly

ICS2 Rollout Timeline

  • Phase 1 (2021): Air couriers & postal services
  • Phase 2 (2023): Full air freight compliance
  • Phase 3 (2024-2025): Maritime, rail, and road freight (starting June 2024)
