nomachine surely supports multiple connections, but on the way I was able to spawn the virtual desktop every new connection will terminate the active session.
I'm quite sure the underlying linux could be configured to allow distinct users to connect, which might solve the behaviour.
Not sure I fully understand your browser scenario, but I would think running multiple instances of the docker container would be a more reasonable solution for most of the cases.
