You can style links to appear as buttons (it can be bad UX, it depends on the situation), but you should not use links as buttons e.g. when they don't have correct href param. Examples of bad buttons:
<a onClick="..."></a> <a href="#" onClick="..."></a> <a href="javascript:..."></a>
instead, you can write
<button type="button" onClick="...">
