First of all, if it's a work project, I'm usually not the one choosing.
If it's a side project (personal), it depends on the complexity of the project. If it's not too complex I might choose a tech that I don't know or lack experience with, to learn more about it. If it's a more complex project, I might go with some more familiar technologies, for efficiency.
