Overall, the website looks very usable without external CSS, until you scroll down and are greeted by screen-wide photos of random people, so I would recommend adding a width and height to those images in the HTML. There's also a bunch of H5 headers used for small sections ("What I can do for you", "Applications I'm fluent in", etc.) so it's a little bit confusing. The pixel-art mascot also looks a bit out of place when it's just placed in the middle of the text.
With CSS enabled, the site looks very nice. It has a bunch of stuff going on, but not enough to feel cluttered.
For my taste, there's a bit too much animation, but otherwise it's a really nice website personal :D
