I just assumed they did it to appeal the target audience. When I first saw that the primary login is a Github account, I immediately though "Oh! This is a community for developers!"
Not sure why the Twitter option though... Maybe because many projects do announcements on Twitter?
Primarily to prevent spam/harassment. GitHub accounts and Twitter accounts are a strong way to determine whether you are a real person with an existing web presence.
