If You have Legacy Cordova framework having issues with NPM and Cordova command. I would suggest the below option.

Create file android/res/xml/network_security_config.xml -

    <?xml version="1.0" encoding="utf-8"?>
    <network-security-config>
    <base-config cleartextTrafficPermitted="true" />
    <domain-config cleartextTrafficPermitted="true">
        <domain includeSubdomains="true">Your URL(ex: 127.0.0.1)</domain>
    </domain-config>
    </network-security-config>

AndroidManifest.xml -

    <?xml version="1.0" encoding="utf-8"?>
    <manifest ...>
        <uses-permission android:name="android.permission.INTERNET" />
        <application
            ...
