Ukraine said Starlink and Starshield had returned to speeds needed by its military after more than a week of restrictions. President Volodymyr Zelenskiy said service began returning to normal overnight. The restoration did not settle who imposed the limits or why. [1] [2]
What Kyiv reported
Ukraine’s Defense Ministry said the connection was stable above 400 kilometers per hour. That figure refers to the speed of equipment able to remain connected, not internet throughput. Ukrainian officials had described a previous limit of about 160 kph, which they said complicated efforts to intercept Russian attack drones and forced some operations to be canceled. [1] [3]
The government’s restoration statement did not establish which actor ordered the earlier restrictions. Reuters reported that neither Elon Musk nor the U.S. government had taken responsibility for the curbs. [1]
Musk disputes Ukraine’s use
Hours after Zelenskiy’s statement, Musk alleged on X that Ukraine’s military had used Starlink for offensive drone strikes and that a “loophole” had been closed. Reuters also quoted presidential adviser Serhiy Beskrestnov, who said Ukraine was physically unable to use Starlink for long- and medium-range attack-drone operations. Those are competing attributed statements; the reports reviewed do not independently establish Musk’s allegation as fact. [1]
Starlink is SpaceX’s satellite internet network, while Starshield is its military-oriented system. Ukraine said connectivity restrictions impaired frontline communications and operations. The specific operational effects and the terms-of-service allegation remain contested. [1] [2]
Dependence on private infrastructure
A separate Reuters investigation, based on interviews with six former senior U.S. officials, reported that successive U.S. administrations had previously asked SpaceX to switch Starlink service on or off in different countries. The report describes past government requests; it does not establish who made the decisions behind this particular week’s restrictions. [4]
Restoring service addressed an immediate problem for Ukraine, but left the broader dependency question unresolved: a private company operates a satellite network that has become important to military communications, while responsibility and decision-making can remain difficult to establish publicly.
