My story: I worked on project with bad code and few bad developers. Only think that there were was some format checking hook, with "ignore" option sometimes used. And because I was not satisfied with the code I start review commits and send comments to developers, or fix problems by myself. Then regular code review of tasks. But result of both was they code didn't get better. I deducted they rely on my review and I became "tester". So we decided let them go.
But I think we missed one step: money penalty with eye to eye meeting why.
