Talking about hard skills, I think it's necessary to have a good administration of the resources from the mid/senior developers, for example, IAM (Identity & Access Management). I would also encourage the junior developer(s) to take courses or read books to improve their programming skills. After taking such training, I would test them with a small project.
i know the problem is this guy is my junior in college. i taught him some of hardskill but he always overproud of himself and so arrogant said that he was better than me like didn't know what the meaning of respect.
