Google's site reputation abuse policy targets "parasite SEO" - weak publishers placing sponsored content on established domains to borrow their authority in search rankings. Since it launched, getting caught meant the whole domain got demoted, not just the offending section.
That changed on August 30, 2026 - but only inside the EEA (European Economic Area).
What changed and why
Within the EEA, Google now technically separates the problematic section instead of demoting the entire domain. The driver was the European Commission's Digital Markets Act investigation, with fines on the table up to 10% of Google's global revenue. Softening enforcement in that specific jurisdiction was the cheaper outcome for Google.
Outside the EEA, nothing changed. Ukraine specifically is outside the EEA, so the original sanction - full domain-wide demotion - still applies there in full force, with no exemption.
What this means for multi-regional sites
The same domain can now get treated completely differently depending on where the search is happening. A site serving both EEA and non-EEA markets (Poland is in the EEA; Ukraine and the US are not) will see different penalty behavior split by search location, not by domain.
What to do
- Keep avoiding sponsored content schemes everywhere - this exemption doesn't make parasite SEO safe, it just changes the blast radius in one region
- If you operate in both EEA and non-EEA markets, don't assume a clean report in one region means you're clean everywhere
- Watch for similar geographic carve-outs emerging elsewhere as regulatory pressure gets applied in other jurisdictions
