On October 15 in Shanghai, Apple Executive Chairman Tim Cook confirmed that Apple Intelligence and the integrated Alibaba Qwen models have received approval from Chinese regulators, with a test version launching for mainland users in late October. This marks the first time Apple has deeply connected native system-level AI capabilities to a third-party large model anywhere in the world.
The initial test release will include three high-frequency tool features: real-time translation, a system-wide writing assistant, and a photo cleanup tool. These capabilities were chosen because they avoid complex conversational personas and cross-app cloud coordination, making the regulatory path clearer while still covering everyday use cases. Cook said core functions will roll out in stages, and a full public version is expected with iOS 27.3 in December.
The mainland implementation uses an "Apple system layer plus Alibaba models" architecture. On July 8, Apple Technology Development (Shanghai) completed the domestic filing for its Apple Intelligence generative AI service. On September 29, network-access licenses for iPhone 15 Pro and later Pro models as well as iPhone Duo were updated to add three filing numbers covering the Apple Intelligence base framework, Tongyi Qwen large language model, and Tongyi Wanxiang multimodal model.
Under this design, Tongyi Qwen handles text understanding, content generation, and question answering, while Tongyi Wanxiang handles image and cross-modal tasks. All data processing stays within China. For Alibaba, the partnership means Qwen and Wanxiang gain access to hundreds of millions of high-value terminal users, which should lift cloud inference and token consumption.
The launch is more strategically significant than the initial feature set might suggest. It validates a compliance path for foreign device makers to integrate local AI models, and it pushes the Apple supply chain toward higher-value components as on-device AI raises demands for compute, memory, thermal design, and acoustics. Key metrics to watch include test-version daily call volume, the timeline for Siri AI to join the lineup, and whether Apple adds further local model partners.
