OpenAI to Unify ChatGPT and Codex Usage Quota Starting December

OpenAI announced that beginning in December, paid subscribers will draw from a single, Token-metered usage pool across ChatGPT and Codex, as the company folds its Work agent capabilities into the main ChatGPT experience.

One pool, two products
Under the new policy, usage in ChatGPT and Codex will be counted against the same quota for Plus, Pro and Business plans. The change accompanies OpenAI's effort to bring Work's agent capabilities directly into the primary ChatGPT interface, eliminating the friction of switching between tools. Actual consumption depends on the chosen model and task complexity; more capable models and harder tasks burn quota faster. The unified pool is designed to simplify account governance for users who blend everyday conversation with advanced coding.

Instant Chat stays free
Crucially, Instant Chat does not consume the shared quota, so everyday conversational use will not eat into the pool. OpenAI says it is preparing the transition to avoid disrupting user workflows, and expects most users will not hit quota resets more frequently than they do today. Subscribers will be able to view the merged remaining balance and next reset time under Settings -> Usage. If the pool is exhausted, users can wait for an automatic reset, upgrade their plan, or buy additional Credits to continue.

Why it matters
The unification signals OpenAI's push to make ChatGPT the single front door for both casual conversation and heavy agentic coding work, deepening lock-in and simplifying account governance. It also implicitly revalues Codex usage against consumer chat, a meaningful shift for developers who lean on Codex for large codebases. By merging the two metering systems, OpenAI is signaling that agentic coding is no longer a separate product silo but a feature of the core ChatGPT surface.
