A 27-month agreement with the GSA will waive per-user fees and cut usage costs for eligible US government organizations from October 2026.
Eligible US government organizations will be offered a 50% discount on AI service usage and no per-user license fee under a new agreement between OpenAI and the US General Services Administration. The terms begin October 1, 2026, and cover qualifying federal, state, local and tribal bodies; they are not yet in effect and do not provide automatic access to every public-sector organization.
The agreement lasts 27 months, through December 31, 2028. OpenAI says the waived license fee would ordinarily be $15 per user each month, while participating organizations will face no minimum commitment. The arrangement therefore reduces both the fixed charge for each user and the variable cost of service usage, but only for the program’s defined term.
Cybersecurity services receive separate treatment. Every verified government entity will be approved for Daybreak Blue at 50% below its standard commercial price, together with scaled training and adoption assistance. Daybreak Blue is discounted, not free, and access requires government verification.
Government cyber defenders may also request Daybreak Red for advanced vulnerability research, exploit validation and red-team activities. Unlike Daybreak Blue, however, Daybreak Red will remain at standard commercial pricing. Its request-based availability and lack of a discount are material limits of the broader offer.
OpenAI estimates that the agreement expands potential eligibility from an existing base of more than one million government employees to a US public-sector workforce of approximately 23 million. This is an estimate of the workforce that could fall within the expanded scope, not a forecast of adoption or a commitment that all 23 million people will receive access.
Participating organizations are also set to receive purchasing guidance, usage estimates, spending controls, onboarding, financial-operations guidance, webinars and an expanded Government Academy. OpenAI says ChatGPT Enterprise does not use customers’ business inputs or outputs to train or improve its models, while the protections available to each organization depend on the eligible services it chooses.
For government buyers, the offer lowers near-term licensing and usage expenses without removing eligibility, verification or service-specific conditions. Because the discounts expire at the end of 2028 and Daybreak Red remains undiscounted, organizations considering longer projects would still need to account for costs outside the agreement and after its scheduled end.
