Can you please elaborate how you are installing Forem, is it in your local windows PC using WSL 2?
If this is the case you should install ImageMagick in WSL 2.
Also, remember, you cannot make Forem work in WSL 1, so if not yet upgraded, refer to Microsoft documents, it is fairly simple to upgrade.
