Yes. There is an Android app for IFTTT that makes various aspects of your phone a source for triggers and actions. As far as your personal automation API, you can issue requests to it with a lot of different apps. I personally use Trigger. I've had this problem where Remote Desktop Connection (RDP) on Windows doesn't work after the computer has been idle for some time like you mentioned. One fix that I found to this was to ping the Windows machine first, which it does respond to, and then try RDPing into it. Works, no idea why.
