What makes a mobile naval game feel tactical instead of busy?

Modern Warships is more interesting when it is approached as a positioning game rather than a game about firing every weapon as soon as it is available. A short match can start with a simple choice: keep distance and use the map, move closer with a faster ship, or wait until an opponent has committed to a poor angle.

That small layer of decision-making is what gives the game its rhythm.
