The most reliable way to keep pigeons, squirrels, foxes and cats off a flat roof is to block the routes they use to get there — fence tops, drainpipes, adjacent walls — and fit deterrent spikes along any ledge or parapet they land or walk on. Flat roofs attract nuisance animals precisely because they offer a wide, stable, undisturbed platform; address the access points first, then the surface itself, and the problem resolves without harming anything.
Why flat roofs attract so many different animals
A pitched roof is uncomfortable to perch on. A flat roof is essentially a terrace — sheltered from wind, warm from heat rising through the building, and largely undisturbed by people or traffic below. That combination draws pigeons looking for a nest site, squirrels scoping out access to your loft, foxes cutting across gardens at night, and cats using elevated routes as regular patrol paths.
The specific damage each one causes is different:
- Pigeons leave large volumes of corrosive droppings that break down felt, EPDM and fibreglass roofing membranes over time. Nesting debris blocks drainage outlets and causes ponding.
- Squirrels rarely stay on the roof surface — they use it as a transit point to find loose soffits, gaps in fascia boards, or damaged mortar they can enlarge into a loft entry point.
- Foxes cause less structural damage but their droppings and urine smell strongly, and they can disturb insulation or cables if they find a way further inside.
- Cats are largely harmless to the roof itself, but if you are trying to protect a garden, a flat roof gives neighbourhood cats an unobstructed view and a launchpad into planted beds below.
Understanding which animal you are dealing with changes where you focus your effort.
Dealing with the access routes before you treat the roof itself
No deterrent on the roof surface will hold if animals have a clear, easy route to get there. Work backwards from the roof to the ground and block the highways first.
Fence tops and parapet walls are the most common route for squirrels, foxes and cats. A standard 6-foot close-board fence panel is no real barrier to any of them — squirrels clear it in a single leap, foxes climb the overlapping boards, and cats walk the top rail like a pavement. Fitting deterrent spikes along the full run of any fence or wall that connects to — or runs parallel with — the edge of your flat roof removes the confident walking surface they rely on.
This is where ordinary flat bird spikes fall short. Pigeons dislike them, but squirrels, foxes and cats simply step over a single-height spike row. An irregular spike design — with varying heights at 12mm, 22mm and 36mm — disrupts the footing of climbing animals as well as discouraging birds from landing, because there is no gap in the pattern they can reliably plant a paw or foot through.
Drainpipes are the other main climbing route, especially for squirrels and cats. A metal or plastic pipe baffle — a cone or collar fitted around the pipe — stops an animal from gripping the pipe above the baffle. Proprietary baffles are available from most garden centres, or a large plastic bottle with the base cut off works well as a temporary measure.
Overhanging branches give squirrels direct aerial access. Any branch that hangs within about 2 metres of the roof edge should be cut back, or at minimum thinned so it will not take a squirrel's weight at the tips. Check with your local council before cutting trees that may have a Tree Preservation Order.
How to deter pigeons from landing on the flat roof surface
Once access routes are managed, the roof surface itself needs attention — primarily for pigeons, which fly directly onto it rather than climbing.
Deterrent spikes on parapets and ledges are the most durable solution. A flat roof almost always has a raised perimeter — a parapet wall, a coping stone, a lip — and that is where pigeons land before moving inward. Spikes fitted along the full perimeter remove that landing strip. If pigeons cannot land comfortably on the edge, they rarely venture to the centre of the roof.
For fitting without drilling (relevant for EPDM or felt surfaces where you cannot drill into the perimeter without risking the membrane), waterproof adhesive pads are an alternative that bonds spikes directly to masonry coping stones or concrete parapets. On surfaces you can fix into — brick parapets, timber capping rails — screws give a more permanent hold.
Tensioned wire systems (parallel wires strung a few centimetres above the surface on posts) are an alternative used on commercial flat roofs; they are less visible than spikes but more involved to install and better suited to very large or architecturally sensitive surfaces.
Visual deterrents (reflective tape, fake owls, hawk kites) work temporarily at best. Pigeons habituate to static visual deterrents within days to weeks. We would not recommend them as a primary solution on a flat roof where pigeons have already established a habit.
Fitting spikes on a flat roof parapet — practical steps
- Measure the perimeter you need to cover. Include all four sides if the parapet runs all the way round; pigeons will find the uncovered section if you leave a gap.
- Clean the surface the spikes will attach to — remove droppings, lichen and loose debris. This matters particularly for adhesive fixing; contaminated surfaces dramatically reduce bond strength.
- Mark your fixing points at roughly 300–400mm intervals along the parapet, centred on the top surface.
- Fit the spikes using screws into masonry (rawl plugs needed for brick or block), cable ties for timber rails, or adhesive pads for surfaces you cannot drill. Make sure each strip sits flat with no rocking — a spike that tilts will gap at one end.
- Wrap corners. A spike strip that bends and folds along its length (rather than a rigid flat strip) can be folded around a corner post or shaped to cover the front, top and inner face of a parapet in a single run — useful for blocking the roosting spot on the inner ledge as well as the outer edge.
- Check for gaps at joins between strips. Pigeons are surprisingly good at identifying a 100mm uncovered section and using it consistently. Overlap strip ends slightly or butt them tight.

What about drainage outlets and roof lights?
Drainage outlets on flat roofs can collect nesting material — twigs, feathers, leaves — that pigeons drag in. If you have dealt with landing on the perimeter, this is less of an issue; pigeons nesting in the centre of a flat roof is relatively uncommon. But if outlets are regularly blocked, a simple wire cage guard over the drain keeps debris out without affecting water flow.
Roof lights are sometimes used as a perch. Deterrent spikes can be fixed along the raised curb of a roof light in the same way as a parapet; for glazed surfaces on the light itself, low-profile spike strips fixed to the aluminium frame with adhesive pads are usually the most practical option.
Does it matter what the roof surface is made of?
For the deterrents themselves, not much — spikes are fixed to the parapet or coping, not the membrane. Where it matters is in how you access the roof for fitting. EPDM and felt roofs can be walked on carefully (avoid the cold months when felt is brittle), but check with your installer or roofing contractor if you are unsure about load-bearing areas. Most domestic flat roofs are designed to be accessed for maintenance.
