Good advice! Awesome GitHub, CodePen, or portfolio sites are awesome, but the only thing that's guaranteed to be looked at is the resume. I wish some people invested more time in theirs, because unfortunately this isn't a beautiful perfect world where employers only look at your actual code.
I went a U.S. Dept of Labor seminar, and their stats was "a recruiter will look at your resume for FIVE seconds" before deciding to continue or stop. I don't know about y'all, but I 100% have done this.
So, make your resume make someone want to hire you in five seconds!
