Sure it's a UI library by FB's own creators, but everybody refers to React as framework.
I myself call it a library, but I get booed very often when I say this in front of anybody.
I aggree that React is also a framework, but I guess react and next are not comparable. Their goal is different. So different that react is used together with next.
