Power Banks on Planes in 2026: Watt-Hours, Carry-On Rules and Safe Packing

Power banks are generally permitted on passenger aircraft, but they are not treated like ordinary electronic accessories.

Because they contain rechargeable lithium-ion cells and supply energy to other devices, aviation authorities classify power banks as spare batteries. That classification determines where they can be packed, how their capacity is evaluated and when airline approval may be necessary.

This article explains the rules primarily from a United States perspective, followed by the additional checks required for international itineraries.

The basic rule: carry-on only

A power bank should be packed in a carry-on bag or personal item.

It must not be placed in checked baggage.

The practical checklist is:

  • Keep the power bank in the aircraft cabin.
  • Remove it if your carry-on is checked at the gate.
  • Protect it against crushing and accidental activation.
  • Prevent its terminals from contacting metal objects.
  • Make sure the battery-capacity marking is readable.
  • Do not carry a damaged, swollen, leaking or recalled battery.
  • Verify the operating airline’s current policy.

The cabin requirement exists because a battery incident can be detected and managed more quickly when the device is accessible to the crew.

Why watt-hours matter more than milliamp-hours

Consumer power banks are commonly marketed using milliamp-hours, abbreviated as mAh. Aviation limits are based on watt-hours, or Wh.

Milliamp-hours describe electrical charge. Watt-hours estimate the battery’s stored energy by accounting for both charge and nominal voltage.

The conversion is:

Watt-hours = milliamp-hours × nominal voltage ÷ 1,000

For example:

10,000mAh × 3.85V ÷ 1,000 = 38.5Wh

A 10,000mAh rating alone is not enough to complete the calculation. The battery’s nominal voltage is also required.

Whenever possible, use the watt-hour rating printed on the device instead of relying on an estimate.

U.S. passenger-flight thresholds

The general FAA thresholds for rechargeable lithium-ion batteries are:

  • Up to 100Wh: Normally permitted in carry-on baggage without advance airline approval.
  • More than 100Wh through 160Wh: May be permitted with airline approval.
  • More than 160Wh: Not permitted on passenger aircraft.

The FAA permits up to two airline-approved spare lithium-ion batteries in the 101–160Wh range. Individual carriers may impose more restrictive conditions.

Most power banks intended primarily for charging a phone fall below 100Wh. Large portable power stations can exceed the permitted range.

A practical capacity example

Consider a battery with these values:

Capacity: 10,000mAh
Nominal voltage: 3.85V

10,000 × 3.85 ÷ 1,000 = 38.5Wh

The resulting 38.5Wh rating is below the standard 100Wh threshold.

How many power banks can a passenger carry?

There is no reliable universal answer based only on battery capacity.

The applicable quantity can depend on:

  • The watt-hour rating
  • The operating airline
  • The country of departure
  • The destination
  • Connecting flights
  • Local aviation regulations

ICAO specifications introduced in 2026 limit passengers to two power banks, with each not exceeding 100Wh. Implementation and enforcement can vary among national authorities and airlines.

For a trip involving multiple carriers, check each operating airline. A codeshare ticket may display one airline’s name even though another airline operates the aircraft and applies its own safety policy.

Carrying a power bank does not guarantee onboard use

A power bank may be permitted in the cabin while its use is restricted.

An airline may prohibit or limit:

  • Recharging the power bank from an aircraft outlet
  • Using it to charge another electronic device
  • Using it during taxi, takeoff or landing
  • Placing it in an overhead compartment

ICAO’s 2026 specifications prohibit passengers from recharging power banks during flight. Some carriers impose broader restrictions on use and storage.

Keep the battery accessible and follow cabin-crew instructions.

Stop using it immediately and notify the crew if it:

  • Becomes unusually hot
  • Swells or changes shape
  • Leaks
  • Produces an unusual odor
  • Hisses or makes another unexpected sound
  • Emits smoke

How to prevent a short circuit

A short circuit can occur when conductive material connects battery terminals that should remain separated.

To reduce the risk:

  • Keep the power bank away from loose coins and keys.
  • Use a protective pouch or original packaging.
  • Do not allow connectors to be crushed or bent.
  • Avoid placing heavy objects on top of the battery.
  • Inspect the casing before packing.
  • Keep the device accessible rather than buried under luggage.

A power bank with a cracked casing, swelling or other physical damage should not be taken onto an aircraft.

What changes on flights involving Europe?

The European Union Aviation Safety Agency states that power banks and spare batteries must be transported in hand luggage and protected against short circuits.

However, European airlines can impose additional requirements covering battery capacity, quantity, storage and onboard use.

Do not assume that compliance with the general carry-on requirement guarantees acceptance by every European carrier.

What changes on flights involving Asia?

Asia does not have one passenger-facing power-bank policy that applies uniformly across every country and airline.

Requirements may differ by:

  • National aviation authority
  • Departure airport
  • Destination
  • Airline
  • Domestic versus international route
  • Battery labeling or certification requirements

Some Asian airlines have introduced stricter limits on quantity, onboard use and storage. Check the official rules for the specific country and every airline operating the itinerary.

A restriction imposed by one country should not be presented as a rule for all of Asia.

FAA, TSA and airline rules serve different purposes

In the United States, the FAA establishes dangerous-goods safety requirements affecting lithium batteries transported by air.

The TSA manages passenger and baggage security screening. Its responsibilities overlap with aviation safety in some areas, but the agencies are not interchangeable.

Airlines can apply additional operating restrictions beyond the general federal requirements.

For battery capacity, packing and dangerous-goods questions, FAA PackSafe is the primary U.S. reference. Travelers should still verify TSA information and the operating airline’s conditions.

Preflight validation checklist

Before taking a power bank to the airport, verify the following:

  • [ ] The power bank is in carry-on baggage.
  • [ ] It is not damaged, swollen, leaking or recalled.
  • [ ] Its watt-hour rating is visible.
  • [ ] Its terminals and connectors are protected.
  • [ ] Its capacity falls within the applicable limit.
  • [ ] Every operating airline’s policy has been checked.
  • [ ] It can be removed if the bag is gate-checked.
  • [ ] Any onboard-use restrictions are understood.
