The EU's "Chat Control" proposal has major implications for privacy and free speech in Europe. This plan would involve breaking end-to-end encryption in messaging services such as WhatsApp and Signal.
Articles 7 and 8 of the EU Charter of Fundamental Rights guarantee our right to privacy and and data protection. Weakening encryption and automatically scanning our private communications directly undermines these rights. Once encryption is compromised, we cannot control who might exploit these vulnerabilities - whether hackers, criminals, or nation states.
This proposal also risks a chilling affect on free speech, whether through self-censorship when people know their communications may be monitored, or through future laws that expand what is considered illegal speech.
