meetup.com/ is great to find local meetups (where all these points still apply), and eventbrite.com/ is actually pretty good for finding one off events (many tech conferences actually use eventbrite to do the ticket sales).
Also, sometimes the framework/library sites have a conference section (like the react one: reactjs.org/community/conferences....)
